Bribe collecter for Jubbaland Job seekers

Regrettably, it has come to our attention that Mr. Siyat Ibrahim Mohamed, the Commissioner of
the Jubbaland Civil Service Commission, has been involved in unethical activities. Specifically,
he has been receiving kickbacks from job candidates, allowing them to bypass the agency’s
standard selection process. It is disconcerting to note that this unscrupulous CS Commissioner
has been pocketing bribes amounting to $3,000 per applicant, as reported by highly credible
sources. Moreover, there is evidence in the form of a video that has recently emerged, shared
exclusively with the donor and office of the Attorney General in Federal level for prosecution in
the court of law.
This unscrupulous Jubbaland CS Commissioner has been surreptitiously amassing substantial
sums of money by providing positions to job seekers without adhering to the agency’s official
recruitment procedures. These positions are confirmed at local hotels in Kismayo, following a
complete bypass of the legitimate recruitment process.
However, the urgent need for reform in the guidelines and policies governing civil servant
recruitment in Jubbaland is evident. Corruption has permeated every facet of the hiring process,
resulting in favoritism, nepotism, and the abuse of authority in selection and recruitment
procedures. The Jubbaland Civil Servants Commission has failed to adhere to World Bank
guidelines and selection criteria for its civil servant policy. Individuals are hired based on
familial ties, political patronage, and nepotism.
Furthermore, it has come to light that over 95% of Jubbaland civil servants recruited over the
years hold fraudulent degrees and diplomas, with many of them lacking even an elementary
school education. This alarming situation is supported by credible sources, which have
confirmed that these fake credentials have been purchased from various markets both within the
country and abroad.
Surprisingly, the CS Commissioner in Jubbaland reportedly has only an eighth-grade education
level and never completed high school studies. Also, he does not meet the qualifications required
for the role of the Commissioner due to limitations in his credential
These activities directly contravene the World Bank’s policies and procedures designed to
support developing countries. The World Bank provides grant funding to assist the federal
government and federal member states (FMS) with civil servant wage bills, emphasizing the
importance of adhering to its policies during the recruitment process for competitively recruited
staff for Jubbaland institutions.
Sadly, the current Commissioner of the Civil Service Commission Mr. Siyat Ibrahim Mohamed
has abused his power by openly soliciting bribes from job seekers. Those who offer the highest
cash bids are often the ones who secure positions, while unsuccessful applicants are never
reimbursed the money they submitted during the process.
Moreover, I have worked with the CS Commission in Jubbaland for many years now, and I
consider it my duty to raise concerns regarding the current leadership of the Jubbaland CS
Commissioner, Mr. Siyat Ibrahim Mohamed. In particular, there has been insufficient
engagement and consultation with deputies and staff. This approach by the Commissioner has
fostered an environment in which institutional interests appear to be subordinated to personal
priorities. In addition, there have been reports linking his name to recent high-value property
acquisitions in Nairobi, Kenya. If substantiated, these reports raise serious concerns and
underscore the urgent need for stronger accountability measures and more transparent financial
practices within the institution.
I, conclude my remarks with a message to my constituents in Badhaadhe District and the
surrounding areas. These communities have shown remarkable patience and restraint in the face
of the current administration in Jubbaland, despite the grave atrocities committed against
innocent civilians, including mass killings, rape, torture, and targeted violence against elders and
community leaders.
Finally, according to credible sources, the tenure of the current administration in Jubbaland
appears to be nearing its end. It is therefore essential that we remain united and resilient during
this period of transition. We look to the Federal Government to guide the formation of a new
Jubbaland administration in Kismayo, Lower Jubba with clear direction. However, the recent
progress in restoring stability in Southwest administration in Baidoa has brought renewed hope
to many communities. There is a need for leadership that is open, inclusive, and responsive to the
entire Jubbaland inhabitant. Therefore, the people of Badhaadhe District and across Jubbaland
deserve fairness, equal treatment, and a genuine voice in shaping their future.
