EXCLUSIVE: Donor-Funded Labour Ministry Projects Rocked by Serious Mismanagement Allegations

Banaadir24 has learned from multiple informed sources that concerns are mounting within Somalia’s Federal Government over the management of several donor-funded projects at the Ministry of Labour and Social Affairs, with allegations centered on the Ministry’s Director General, Mohamed Saney Dalmar.

According to sources familiar with the matter, the Director General is facing allegations related to the administration of externally funded programs. The claims include delays in implementing planned activities, disruptions in staff salary payments, and pressure being placed on some ministry employees.

Sources within the ministry told Banaadir24 that the greatest concerns involve the BOOST-YOU program, formerly known as Baxnaano, and the SAGAL project, both supported by international development partners. They allege that certain management decisions may not have complied with donor financial management, procurement, and accountability procedures.

Several ministry employees, speaking on condition of anonymity for fear of retaliation, said they had been instructed to carry out directives they believed were inconsistent with established administrative procedures. They also alleged that staff members who questioned or refused such instructions faced threats of suspension, salary delays, travel restrictions, or dismissal.

Banaadir24 has also learned that some key development projects have experienced delays and operational disruptions. If confirmed, officials warn that such setbacks could affect the implementation of Somalia’s social protection programs supported by international partners.

Some government sources further claimed that the Director General had, on occasion, asserted that he enjoyed the backing of a senior government official, which they alleged shielded him from accountability. Banaadir24 has not independently verified this claim.

At the time of publication, Mohamed Saney Dalmar had not responded to the allegations. Likewise, the Ministry of Labour and Social Affairs and the World Bank had not issued any official statements regarding the claims.
